The Jammu and Kashmir Legislative Assembly will discuss seven significant Private Members’ Resolutions on October 29, selected from a pool of 55 submissions made by legislators. This session aims to address pressing issues including disaster relief and employment generation during the autumn session.
Among the resolutions, the BJP submitted the highest number, with three. The National Conference (NC) contributed two, while the Congress and an Independent legislator each proposed one. This diverse representation highlights the collaborative spirit in the Assembly, seeking solutions to critical challenges facing the region.
Notably, two of the selected resolutions focus on relief and rehabilitation for families affected by the recent flash floods and landslides in Jammu and Kashmir. One prominent resolution moved by BJP MLA Pawan Kumar Gupta from Udhampur West urges the government to take immediate action to assist these victims.
“This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families,” Gupta stated in his proposal. His resolution ranks third among the seven selected resolutions.
Further emphasizing relief efforts, BJP MLA Balwant Singh Mankotia from Chenani has proposed the allocation of 10 marlas of land for families who lost their property in the August 2025 flash floods. This effort seeks to facilitate construction of residential homes and cattle sheds.
“This House resolves that 10 Marlas of land be allotted for construction of residential houses and cattle sheds for the affected families,” Mankotia’s resolution reads. This proposal is crucial for restoring stability to families affected by the disaster.
A significant resolution from NC’s Ajaz Jan, representing Poonch, calls for the regularization of daily wagers working in various government sectors. Placed as Serial No. 6, it requests a clear eligibility framework based on service duration and performance.
Additionally, NC legislator Dr. Syed Bashir Ahmed Shah (Veeri) proposes the creation of employment opportunities for youth in public and private sectors, emphasizing the promotion of agro-based industries. This resolution reflects the urgent need to tackle unemployment in the region.
At Serial No. 1, Congress MLA Nizam-ud-Din Bhat leads with a resolution advocating for the establishment of a National Law University in Srinagar. He asserts the need for immediate action, citing that funds for the initial phase have already been allocated.
“This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay,” stated Bhat, showcasing the broader vision for legal education in the region.
Another resolution submitted by BJP MLA Rajeev Kumar Bhagat from Bishnah, listed at Serial No. 4, addresses the revitalization of irrigation infrastructure across the Union Territory. This resolution aims to restore canal networks, ensuring reliable irrigation for farmers and enhancing productivity.
The Independent MLA from Thannamandi in Rajouri district proposed a resolution related to the implementation of the Jammu and Kashmir Panchayati Raj Rules, listed at Serial No. 5. It expressly calls for the execution of rule provisions that mandate local governance in public works, a move aimed at decentralizing power and enhancing local accountability.
As the Assembly convenes on October 23, following the initial day dedicated solely to obituary references, it will take a recess before resuming sittings on Monday. The discussion of Private Members’ Resolutions is set for Wednesday, contributing to the Session’s agenda as it approaches conclusion on Friday. The selection process notably did not include any resolutions from the three People’s Democratic Party (PDP) MLAs.
